I agree with you that SEO and SEM are similar. I place SEO under SEM. My definition of SEM encompasses BOTH SEO and SEM, as it involves both paid advertising and optimization techniques such as new content creation, online pr building, and link building, etc.
Many of my clients begin with pay-per-click for about two to three while organic rankings pick up. As that happens, the ppc budget decreases over time to where it is completely eliminated. This is usually after 1 year based on my experience.
It is also preferrable to ranked organically as 70% of the clicks come from the organic rankings, while only 30% come from ppc.
